چکیده | ||
جنگ اوکراین از رویدادهای بینالمللی است که آثار و پیامدهای بلندمدتی بر کلان روندهای جهانی و منطقهای بر جای گذاشته و کشورها را بهتناسب اصل سودمحوری به موضعگیری واداشته است. جمهوری اسلامی ایران که در جریان چالش با کشورهای غربی، روابط راهبردی با روسیه را در چارچوب موازنهگرایی برگزیده است، اینک جنگ اوکراین را بهواسطۀ سرشت ضد هژمونی و ضد لیبرالی آن شبیه با سیاست تجدیدنظرطلبانۀ خود یافته است. بر پایۀ این سیاست، پرسش اصلی این است که جنگ اوکراین چه تأثیری بر سیاست خارجی موازنهگرای ایران گذاشته است و آیا به سیاست خارجی متوازن میانجامد؟ در پاسخ این فرضیه مطرح میشود که جنگ اوکراین موجب شده است جمهوری اسلامی ایران بر گسترۀ جغرافیایی اقدامهای موازنهساز خود بیفزاید و بهموجب آن «سیاست نگاه به شرق» را در سطحهای جداشده (دوجانبه)، ترکیبشده (سهجانبه) و نهادیشده (چندجانبه) و «سیاست منطقهای» را در قالب دیپلماسی ترمیمی پیش ببرد. هدف این نوشتار، از یکسو تحلیل تأثیر جنگ اوکراین بر سیاست خارجی موازنهگرای ایران و نشاندادن روندهای تغییر و تداوم آن و از سویدیگر، نقد چنین سیاستی است. این مهم را براساس رویکرد توصیفی تحلیلی با استفاده از روش روندپژوهی بهعنوان یکی از روشهای پژوهش کیفی انجام میدهیم. بنا بر این رویکرد، در این نوشتار از دو چارچوب نظری بهره میبریم. برای تبیین، سیاست خارجی جمهوری اسلامی با چارچوب نظری «موازنهگرایی بهعنوان الگوی سیاست خارجی» سازگار و برای نقد با چارچوب مفهومی «سیاست خارجی متوازن» ناسازگار است. یافتههای این نوشتار نشان میدهد که سیاست خارجی موازنهگرای ایران در نتیجۀ جنگ اوکراین در سطحهای تازهتری گسترش یافته است، اما از آنجا که با تعادل و تنوع در حوزههای جغرافیایی و موضوعی همراه نیست، بهضرورت به سیاست خارجی متوازن نمیانجامد. | ||
