چکیده | ||
چالشهای امنیتی در اروپای شرقی موجب شده است که اوکراین همواره بهدنبال ایجاد یا پیوستن به ساختارهایی باشد که امنیت خود را تأمین کند. بازیگری و شیوۀ عملکرد اتحادیۀ اروپا بهدلیل اینکه میتواند نقش بسزایی در روند رخدادهای امنیتی اوکراین داشته باشد، همواره مورد توجه کییف و کرملین بوده است. بر این اساس پرسش اصلی نوشتار اینگونه مطرح میشود که واکنش اتحادیۀ اروپا در مورد بحران امنیتی اوکراین در سالهای 2014 تا 2023 در برابر روسیه چگونه بوده است؟ در پاسخ با استفاده از مفاهیم بازیگری، این فرضیه شکل میگیرد که واکنش اتحادیۀ اروپا به تهدیدهای امنیتی در سالهای 2014 تا 2023 بهعلت نبود سیاست امنیتی و دفاعی منسجم در برابر سیاست سازشناپذیر روسیه نسبت به تحولات اوکراین، نتیجهای جز پیوستهسازی کریمه به روسیه در سال 2014، تشدید درگیریها در دونباس و دریای آزوف و سرانجام جنگ میدانی و پیوستهسازی مناطق شرقی اوکراین به روسیه تا سال 2023 نداشته است. بنا بر یافتههای نوشتار، در حالی که رفتار اتحادیۀ اروپا در مورد بحران اوکراین از نقش بازیگر منفعل به بازیگر تأثیرگذار تبدیل شده است، اما عملکرد دفاعی و امنیتی غیرمنسجم آنان تاکنون نتیجهای جز کاربست تحریمها، ایجاد مأموریت امنیتی و دفاعی مشترک در نوامبر 2014، برنامۀ مشارکت شرقی، اعلام پشتیبانی از عضویت اوکراین در اتحادیۀ اروپا و همچنین پشتیبانی جامع از اوکراین برای رویارویی با بازیگر قدرتمندی چون روسیه نداشته است. در این نوشتار براساس روش کیفی در چارچوب نظریۀ بازیگری و نبود بازیگری، موضوع را مطالعه و بررسی میکنیم. | ||
