| چکیده | ||
| اکو خاطرۀ گم‌شدۀ هزاران سال هم‌زیستی ساکنان «قلب زمین» است. با شکل‌گیری سازمان همکاری اقتصادی، امیدهای فراوانی برای احیای امپراتوری‌های پرشکوه این جغرافیا در طول تاریخ، زنده شد. توان نهفتۀ اکو برای تبدیل‌شدن به یک سازمان منطقه‌ای بر کسی پوشیده نیست. اما پس از حدود چهار دهه فعالیت، اکو به جایگاه تعیین‌شده نرسیده است. اینکه «چرا سازمان همکاری اقتصادی (اکو) پس از چهار دهه، به اتحادیه‌ای قدرتمند تبدیل نشده است؟» پرسشی است که در این نوشتار در پی پاسخ به آن هستیم. در پاسخ، این فرضیه مطرح می‌شود که «اکو برای تبدیل‌شدن به یک اتحادیه به بازتعریف هویت مشترک با واکاوی در ریشه‌ها، پیوندها و زمینه‌های فرهنگی خود نیاز دارد». یافته‌های نویسندگان نشان می‌دهد که هویت، ثابت و یکنواخت نیست. هویت اولیۀ سازمان‌های منطقه‌ای با هدفهای ویژه‌ای شکل می‌گیرند. با مرور زمان و در اثر تحولات محیط بین‌الملل یا تغییرهای منافع ملی و به‌دنبال آن سیاست خارجی کشورهای عضو، هویت سازمان‌ها و اتحادیه‌های منطقه‌ای تغییر می‌کند. بنیانگذاران اکو پیشتر با هدفهای سیاسی و امنیتی، همکاری‌های منطقه‌ای را تجربه کرده‌بودند. کشورهای عضو در جریان تحولات ساختاری و نهادی همکاری‌های خود، هدفهای اقتصادی را بیشتر مورد توجه قرار دادند. این سازمان توان زیادی در گسترش همکاری‌های فرهنگی دارد. در این نوشتار با کمک مفهوم فرهنگ، بازتعریف هویت مشترک اکو را بررسی می‌کنیم. نظریۀ برساخته‌گرایی به‌عنوان چارچوب نظری، هدایتگر روند این پژوهش است. روش این پژوهش کیفی با رویکرد توصیفی- تحلیلی و بر اساس مطالعۀ موردی است. شیوۀ گردآوری داده‌ها نیز کتابخانه‌ای و با استفاده از اینترنت است. | ||
