چکیده | ||
هدف این نوشتار بررسی توسعۀ روابط ترکمنستان و هند براساس صادرات انرژی است. امروزه نیاز به واردات گاز طبیعی قدرتهای نوپدید مانند هند چندبرابر شده است و دستیابی به منابع مطمئن، ارزان قیمت و تنوع مسیرهای واردات در بالای هدفهای این کشور قرار گرفته است. در این نوشتار بهدنبال پاسخ این پرسش هستیم که صادرات گاز طبیعی چه تأثیری در روابط هند و ترکمنستان داشته است؟ در پاسخ این فرضیه مطرح میشود که صرف نظر از محدودیتهای ساخت، خط لولۀ تاپی میتواند زمینۀ وابستگی متقابل و توسعۀ روابط اقتصادی دو کشور را فراهم کند. از چارچوب نظری وابستگی متقابل کوهن و نای در عصر جهانیشدن استفاده میکنیم. ابزار گردآوری اطلاعات منـابع کتابخانـهای و اینترنتـی و روش پژوهش کیفی براساس تحلیل عملگرایانه از گوان دافی است. یافتههای پژوهشگر نشان میدهد که آسیای مرکزی شاهرگی حیاتی برای اتصال هند به شمال اروپا است و در این منطقه، ترکمنستان با منابع غنی گازی فرصت مناسبی برای هند ایجاد کرده است تا کالاهای خود را در این کشور و منطقه بفروشد و توافقهایی برای ساخت خط لولۀ تاپی هم انجام شده است. نتایج نوشتار نشان میدهد، اگرچه در بلندمدت صادرات گاز ترکمنستان رونق بیشتری میگیرد و بهسود هند است، در حال حاضر موانعی برای هند وجود دارد، چون چین نفوذ بیشتری در آسیای مرکزی و ترکمنستان دارد. روسیه و ایران دیگر رقیبان هند در آسیای مرکزی برای واردات گاز از ترکمنستان هستند. | ||
