چکیده | ||
پویاییهای ژئوپلیتیکی و ژئواستراتژیکی پساشوروی، فرصتهای جدیدی را در فضای اوراسیا ایجاد کرده است. در نتیجۀ آن، بازیگران منطقهای و فرامنطقهای در پی بهرهبرداری از فرصتهای جدید برآمدهاند. ایران از آغاز این دورۀ جدید بهعنوان یکی از بازیگران منطقهای تلاش کرد جایگاه خود را در منطقه تقویت کند؛ اما اکنون با گذشت بیش از 25 سال از فروپاشی اتحاد شوروی، از جایگاه مناسبی در منطقه برخوردار نیست، حتی در میان 20 کشور همکار تجاری برخی از کشورهای منطقه نیز قرار ندارد. علاوه بر این، توازن در منطقه آسیای مرکزی، جنوبی و غربی به سود چین و پاکستان در حال برهم خوردن است. سرمایهگذاری 46 میلیاردی چین در راهروی اقتصادی با پاکستان و بندر گوادر موجب نگرانی مقامهای هندی شده است. هندیها هم تمایل خود را برای سرمایهگذاری در چابهار اعلام کردهاند. موقعیت بندر چابهار یک موقعیت ویژه برای کشورهای آسیای مرکزی، هند، افغانستان و روسیه است. پرسش نویسندگان این است که چه عواملی بر تقویت و تعمیق همکاری ج. ا. ایران با کشورهای آسیای مرکزی تاثیرگذار است. فرضیۀ آنان این است که بندر چابهار و راهگذر شمال- جنوب در گسترش روابط ایران با کشورهای آسیای مرکزی نقشی مهم دارد. در این مقاله با استفاده از روش کیفی و با رویکرد توصیفی- تحلیلی، با توجه نظریۀ منطقهگرایی کانتوری و اشپیگل، بهویژه عامل اثرگذار برونمنطقهای این نتیجه مشخص میشود بندر چابهار و راهگذر شمال- جنوب نقش موثری در تسهیل همکاری منطقهای و بهبود روابط اقتصادی ایران با آسیای مرکزی دارد. | ||
