نقش و جایگاه احزاب عربی در نظام سیاسی اسرائیل

چکیده
موضوع مشارکت سیاسی گروه‌ها، احزاب و اقلیت‌ها از مهم‌ترین حوزه‌های زندگی سیاسی در دوران معاصر است. از شاخص‌های مردم‌سالاری، میزان بهره‌وری اقلیت‌ها از فضای سیاسی و چگونگی مشارکت در تصمیم‌سازی و گردش نخبگان است. با توجه به میزان اهتمام نظام سیاسی حاکم به رعایت حقوق اقلیت‌ها، می‌توان به میزان برخورداری نظام سیاسی از مردم‌سالاری پی ‌برد. مشارکت احزاب عربی و فلسطینی در سرزمین‌های اشغالی از چالش‌های اساسی است که اسرائیل با آن روبه‌روست؛ و از سویی تمایلی به مشارکت عملی و جدی فلسطینی‌های 48 ساکن اراضی در انتخابات نشان نمی‌دهد؛ و از سوی دیگر چاره‌‌ای جز تحمل این دامنه گسترده و پذیرش آنان در بخشی از نظام سیاسی خویش ندارد. ‌پرسش پژوهشی اصلی آن است که با وجود همراهی همه‌جانبه فلسطینی‌ها در انتخابات‌مختلف و حضور در کنست، چرا اجازه ورود به ارکان قدرت و مشارکت سیاسی واقعی به آنان داده نمی‌شود. در فرضیه استدلال می‌شود که سقف محدود مشخص‌شده برای مشارکت غیر یهودیان در ساختار سیاسی و مشارکت عمومی در اسرائیل سبب شده است که حتی اگر احزاب عربی فلسطینی رأی  گسترده و زیادی را به خود اختصاص دهند، از مزایای قانونی آن که مشارکت واقعی در تصمیم‌گیری و تصمیم‌سازی سیاسی است، بهره‌مند نخواهند شد. با رویکردی تحلیلی-تبینی، و با استفاده از روش تحلیل مفهومی داده‌های کمی و کیفی در مورد عوامل تأثیرگذار دربرگیرنده موانع حقوقی- قانونی، روند مشارکت احزاب عربی با گرایش‌های متفاوت (مسیحی، لائیک، اهل سنت، سوسیالیست و کمونیست) در ادوار مختلف کنست، میزان مشارکت فلسطینی‌ها در انتخابات انجام شده در دوره زمانی 2019-1949، گرد‌آوری و تحلیل شدند تا نقش فلسطینی‌ها در ساختار سیاسی اسرائیل ارزیابی شود. یافته‌های پژوهش تأیید ‌می‌کنند که ائتلاف احزاب عربی با یکدیگر و نیز ائتلاف با احزاب برتر یهودی تسهیل‌کننده ورود آنان به کابینه و مشارکت در امور اجرایی سیاسی سطح بالا نبوده است. پس از تصویب قانون دولت یهودی، دولت اسرائیل نشان داد که در عمل هیچ التزامی حتی به همان مشارکت سطح کم فلسطینی‌ها ندارد. بررسی مشارکت احزاب عربی در کنست و خروجی آن طی پنج دهه اخیر نمایانگر سقف مشارکت رو ‌به‌ کاهش با گرایش بیشتر به احزاب فلسطینی است.
