| چکیده | ||
| از آنجا که جامعیت و یکپارچگی توسعه می‌تواند نویدبخش بهره‌مندی کارآمد از پتانسیل‌های منطقه و بهبود شرایط زندگی باشد، پژوهشگران در پژوهش حاضر به واکاوی الگوی توسعة یکپارچة منطقه‌ای در سطح استان گیلان پرداختند. در این زمینه بر اساس تئوری زمینه‌ای نوع پاسخ‌گویی به این هدف کیفی و بر پایة مطالعات اسنادی و مصاحبة عمیق با 20 نفر از صاحب‌نظران استانی (شامل خبرگان سیاست‌گذار، علمی و دانشگاهی، بخش خصوصی و دولتی) بود. سپس با استفاده از نرم‌افزار MAXQDA به عنوان ابزاری مؤثر در تحلیل داده‌های کیفی اقدام به استخراج کدهای باز و محوری و در نهایت کدگذاری گزینشی با بهره‌گیری از پتانسیل‌های منطقه و نظر نخبگان شد. یافته‌ها و نتایج حاصل از مقایسة اجزای الگوی مورد نظر نشان می‌دهد مقولات محوری در بعد اسنادی‌ـ میدانی در بخش‌های شرایط علّی، هستة کانونی، راهبردها، و پیامدها به ترتیب شامل موارد عدم هم‌افزایی و یکپارچگی فرایند و فرآورده، عدم چشم‌انداز وسیع و برون‌یابانه از تکامل بلندمدت منطقه، الگوی بخشی‌نگر با رویکرد حداقلی به مکان و فضای توسعه، دگردیسی سازمان فضایی نظام منطقه‌ای بوده‌اند. همچنین در بعد اندیشه‌ای‌ـ نظری مهم‌ترین مقولات در بخش‌های چهارگانه به ترتیب شامل مواردی چون تأکید بر ساختار و الگوی تصمیم‌گیری (برنامه‌ریزی، سیاست‌گذاری، مدیریت)، یکپارچگی سیاستی‌ـ قلمرویی‌ـ سازمانی و بخشی، ضرورت تغییر مدیریت اجتماعی و نهادی، و نهایتاً به رسمیت شناختن ارگان‌های منطقه‌ای به عنوان بازیگران اصلی در هماهنگی برای اجرا، پیگیری، و بررسی روند توسعة پایدار بوده است. به‌علاوه ارتباط میان ابعاد انتزاعی و عملیاتی مبین هماهنگی و هم‌سویی در بخش‌های علّی و پدیده و عدم هم‌سویی مستقیم در بخش‌های راهبرد و پیامد بوده است. بدین منظور پیشنهادهایی چون ضرورت تفکیک گزاره‌ها و مؤلفه‌ها به تفکیک بخشی و قلمرویی (پهنه‌های فضایی)، لزوم بازنویسی و تبیین کدهای پیش‌تر تکرارشده، بازنگری در تعیین اولویت‌ها، توجه واقعی به یکپارچگی بین بخش‌ها و قلمروها و نهادها، و ... مد نظر قرار گرفته است. | ||
