| چکیده | ||
| مدیریت پایدار منابع آب، بهویژه در بخش کشاورزی، فراتر از مداخلههای صرفاً فنی و سازهای، در گرو توجه به سازوکارهای اجتماعی نظیر شبکههای اجتماعی محلی و مشارکت و همکاری متقابل آنها است. هدف مطالعۀ حاضر، واکاوی ساختار بهرهبرداران آب کشاورزی در شهرستان دورود و بررسی نقش این شبکهها در نحوۀ دسترسی، توزیع و مصرف آب، و نیز در تسهیل یا ممانعت از همکاریها، تخصیص منابع و تصمیمگیریهای جمعی دربارۀ آب در سطح جوامع محلی است. دادهها به روش نمونهگیری هدفمند و با تکنیک مصاحبۀ نیمهساختیافته با ترکیبی از بهرهبرداران محلی (کشاورزان و باغداران)، مطلعان محلی و کارشناسان ادارۀ منابع آب و جهاد کشاورزی گردآوری و تفسیر دادهها به روش تحلیل مضمون انجام شد. دامنۀ نمونهگیری تا ۱۸ نفر گسترش یافت و با تکرار مضامین در نقطۀ اشباع نظری پایان یافت. یافتههای حاصل از مصاحبهها شامل ۶۵ مفهوم اولیه، ۲۶ مضمون فرعی و ۷ مضمون اصلی است که دینامیک شبکۀ بهرهبرداری آب در بخش کشاورزی را در چارچوب هفت مضمون اصلی مرتبط با چارچوب نظری سرمایۀ اجتماعی، تحلیل شبکۀ اجتماعی و رویکردهای حکمرانی منابع مشترک قابلفهم میکند: «روابط همکاری و مشارکت بومی»، «نفوذ و مرجعیت محلی»، «شبکۀ محلی اطلاعرسانی پیرامون آب»، «الگوهای منازعه در نظام بهرهبرداری»، «نفوذ غیربومیان در شبکۀ بهرهبرداری آب»، «افول نظام بومی مشارکتی و رشد بهرهبرداری منفعتمحور» و «روابط قدرت و رانت در نظام بهرهبرداری آب». این مضمونها نشان میدهد شبکههای اجتماعی محلی میتوانند هم بستر مدیریت مشارکتی آب و تنظیم جمعی آن، و هم سازوکار بازتولید نابرابری و ناپایداری باشند؛ بنابراین، هرگونه سیاستگذاری، تصمیمگیری و مداخله در مدیریت آب مستلزم توجه مستقیم به پیکربندی این شبکهها و جهتدهی به سرمایۀ اجتماعی درون آنها است | ||
