| چکیده | ||
| In the contemporary era, non-governmental actors have claimed to enter the arena of securing national interests in its comprehensive sense in addition to governments. In this regard, the role of parliaments in the form of multilateral parliamentary diplomacy as a complementary diplomacy, especially in the last few decades, has become so consistent and enduring that it has become a subject of interest to some researchers in different countries. In this regard, the Islamic Republic of Iran and Russia Federation are among the countries that have taken the initiative in this field by establishing regional and trans-regional parliamentary assemblies. Given this fact, the question can be raised as to what position multilateral parliamentary diplomacy can have in the development of relations between the two countries? To answer this question, using available library and internet resources with exploratory reading of texts in a comparative method within the framework of the rational choice institutionalism approach, it is assumed that inter-parliamentary relations and cooperation between the two countries, considering the functions of parliament, can play a facilitating role in the development of bilateral and multilateral relations with the aim of securing the interests of the two countries. Accordingly, the following article begins with an introduction regarding the importance of multilateral parliamentary diplomacy, its historical background, research background, and theoretical basis. Then, the evolution of multilateral parliamentary diplomacy in the two countries is discussed. Next, the capacities of Inter-parliamentary cooperation of the two countries in the development of relations are analyzed. Finally, the prospects for the development of multilateral parliamentary diplomacy between the two countries are mentioned. | ||
