| بحران فزاینده کمآبی در مناطق خشک و نیمهخشک، بهویژه در بخش کشاورزی، ضرورت گذار به فناوریهای مدیریت مصرف آب را به یکی از اولویتهای اصلی سیاستگذاری تبدیل کرده است. با این حال شواهد نشان میدهد پذیرش این فناوریها بهشدت تحت تأثیر کیفیت حکمرانی و بسترهای نهادی قرار دارد. این پژوهش با هدف بررسی نقش مؤلفههای حکمرانی خوب در تفکیک سطوح سناریوهای محتمل پذیرش فناوریهای مدیریت مصرف آب، استان اصفهان را بهعنوان یکی از بحرانیترین حوزههای آبی کشور مورد مطالعه قرار داده است. پژوهش حاضر با رویکردی کمّی و سناریومحور انجام شده و دادهها از طریق پرسشنامههای ساختاریافته متشکل از ۱۲۰ نفر از خبرگان، کارشناسان و فعالان حوزه کشاورزی و شرکتهای دانشبنیان در حوزه فناوریهای آبیاری هوشمند گردآوری شده است. برای تحلیل دادهها از مدل رگرسیون لجستیک چندجملهای بهمنظور تفکیک سطوح مختلف پذیرش فناوری در پنج سناریوی سیاستی شامل حمایت مالی و یارانهها، آموزش و دسترسی به اطلاعات، ریسکپذیری و تضمین نتیجه، تعاملات اجتماعی و فشار همسالان و قوانین و نظارت دولتی استفاده شده است. نتایج نشان داد در شرایط حکمرانی نامطلوب، اغلب مؤلفهها توان تفکیک معنادار سطوح پذیرش را ندارند و رفتار کشاورزان همگرا میشود. در مقابل با بهبود تدریجی کیفیت حکمرانی، نقش مؤلفههایی مانند همکاری و مشارکت، قوانین و مقررات، دسترسی به اطلاعات، فرهنگسازی و اطلاعرسانی و پشتیبانی فنی در سطوح مختلف پذیرش برجسته میشود. یافتهها همچنین نشان داد برخی ابزارها، مانند آموزش یا پشتیبانی فنی، در غیاب سازوکارهای حمایتی مکمل، میتوانند حتی اثر بازدارنده بر پذیرش فناوری داشته باشند. درمجموع نتایج این پژوهش تأکید میکند که گذار به فناوریهای مدیریت مصرف آب نه از طریق مداخلات منفرد، بلکه با طراحی بستههای سیاستی یکپارچه، مرحلهمند و متناسب با سطوح مختلف پذیرش امکانپذیر است. این رویکرد میتواند چارچوبی تحلیلی و عملیاتی برای تسریع گذار فناورانه از طریق حکمرانی مطلوب در استان اصفهان فراهم آورد. | ||
