| به دنبال ظهور تکثرگرایی در جامعه و به منظور پیشبرد مطلوب فرآیندها، همکاری و مشارکت ذینفعان جهت مدیریت پایدار منابع، امری بدیهی به نظر میرسد. در این میان شناسایی و تحلیل ذینفعان در پروژههای مختلف توسعه شهر، اهمیت ویژهای دارد و با توجه به پیامدها و آثار مسائل محیطزیستی، دارا بودن تفکر سیستمی در ابعاد نظری و عملی ضروری میباشد. در این راستا کشف ذینفعان محیطزیستی در سایه رویکرد مشارکتی، هدف اصلی پژوهش مزبور است. در این مطالعه، شهرداری تهران بنا به ماهیت ارائه خدمات در شهر، مبنای مطالعه قرار گرفت. بعد نظری تحقیق بر پایه روش کیفی از نوع فراترکیب و بعد عملی آن بر مبنای روش کیفی-اکتشافی بود که با تکمیل پرسشنامههای ارتباطات سازمانی و روش گلوله برفی انجام شد. جامعه آماری، پرسنل محیطزیست شهرداری تهران بود و پاسخها، جهت یکپارچهسازی، مورد غربالگری قرار گرفت. با شناسایی ذینفعان، طبقهبندی براساس مفاهیم تئوری شبکه و نظریه کلارکسون صورت پذیرفت و برای تحلیل روابط آنان با موضوعات محیطزیستی، از مدل ارتباطی ریسکهای محیطی بهرهبرداری شد. خروجی مدل نشان داد با توجه به اینکه شهرداری تهران به عنوان هسته مرکزی پژوهش انتخاب گردید، درجه اهمیت ذینفعان اصلی و کلیدی با تلفیق موضوعات محیطزیستی در مرکز سیاستگذاری؛ بعلت تصویب مصوبات، لوایح، آئیننامهها، بخشنامهها و دستورالعملها با یکدیگر متوازن است و این امر مبیّن اهمیت آثار و گستره پیامدهای محیطزیستی و توجه به تبعات تصمیمات کلان است که بر عملکرد ذینفعان ثانویه در حوزه اجرا و نظارت اثرگذار است. در پایان مسئولیت اجتماعی دینفعان محیطزیستی تشریح و پیشنهاداتی جهت بهبود عملکرد سازمانی مطرح گردید. | ||
