| چکیده | ||
| شوراهای اسلامی شهر و روستا بهعنوان مجالس محلی، فضایی تازه برای مشارکت سیاسی و اجتماعی زنان فراهم کردهاند، اما حضور آنان همچنان محدود و همراه با چالشهای ساختاری است. این پژوهش به روش توصیف کیفی و انجام مصاحبههای نیمهساختاریافته با ۱۷ زن عضو شوراهای شهر استان اصفهان انجام گرفت که به روش نمونهگیری هدفمند انتخاب شده بودند. تحلیل دادهها با استفاده از تحلیل مضمون و با نرمافزار مکسکیودیای به شناسایی چهار مضمون اصلی انجامید: ۱. شورا بهمثابۀ میدان چالشبرانگیز؛ ۲. مواجهه با فشارهای نهادی در کنار اتکای همزمان به شبکههای حمایتی؛ ۳. جهتیابی راهبردی از طریق سازگاری منفعلانه تا ایستادگی کنشگرانه؛ و ۴. قراردادن زنان در کانون توجهات. یافتهها نشان میدهد ترکیب مردانۀ شوراها و هنجارهای ریشهدار جنسیتی، محیطی ایجاد میکند که در آن، زنان با فشارهای نقشی، تردید در شایستگی آنان، کلیشههای جنسیتی و حاشیهرانی در تصمیمگیری مواجهاند. این شرایط تعارض میان مسئولیتهای خانوادگی–سازمانی و نیاز مداوم به اثبات توانمندی را تشدید میکند و استرس و فرسودگی نقش را افزایش میدهد. با وجود این محدودیتها، زنان با استفاده از راهبردهایی مانند شبکهسازی، مذاکره، ایستادگی تدریجی و تمرکز بر نیازهای عملی زنان میکوشند فضای تصمیمگیری را دگرگون و حساسیت جنسیتی را در سیاستها تقویت کنند. بااینحال، اثرگذاری این عاملیت همچنان در چارچوبهای مردسالارانه محدود است و تقویت مشارکت مؤثر زنان نیازمند اصلاحات نهادی و افزایش حضور آنان در سطوح بالاتر حکمرانی محلی است. | ||
