چکیده
سکونتگاه‌های غیررسمی یکی از نمادهای بارز نابرابری فضایی در شهرهای معاصر ایران‌اند. اغلب مطالعات موجود در حوزه سکونتگاه‌‌های غیررسمی به توصیف وضعیت موجود یا ارائه راهکارهای فنی محدودشده و کمتر به تحلیل گفتمان‌های پنهان در سیاست‌گذاری‌های مرتبط پرداخته‌اند. پارادایم حاکم بر پژوهش انتقادی و از رویکرد تحلیل گفتمان انتقادی 9 سند سیاست‌گذاری شهری مرتبط جهت جمع‌آوری و تحلیل داده‌ها استفاده شده است. هدف شناسایی سازوکارهای پنهانی که از طریق زبان، منجر به بازتولید نابرابری، حذف مشارکت مردمی و مشروعیت‌بخشی به ساختارهای قدرت موجود می‌شوند، می‌باشد. یافته‌ها نشان می‌دهد سه گفتمان اصلی بر این اسناد حاکم است. گفتمان تکنوکراتیک-نئولیبرال که ساکنان را به «داده آماری» یا «مصرف‌کننده خدمات» تقلیل داده و نابرابری فضایی را بازتولید می‌کند. گفتمان عدالت نمادین/مشارکت صوری که در آن مشارکت مردمی در سطحی نمایشی و غیرواقعی باقی می‌ماند و گفتمان مشارکتی-عدالت‌محور که گرچه کوشیده مفاهیمی چون «توانمندسازی»، «حق به شهر» و «مشارکت واقعی» را وارد ادبیات سیاست‌گذاری کنند، اما در عمل ساختارهای متمرکز مانع تحقق آن شده و مشارکت مردمی در سطحی نمایشی باقی مانده است. درمجموع، نتایج حاکی از آن است، تغییرات زبانی و گفتمانی سیاست‌ها به اصلاح ساختارهای نهادی و توزیع واقعی قدرت منجر نشده و عدالت فضایی همچنان در سطح شعار باقی مانده و سکونتگاه‌های غیررسمی در ایران محصول گفتمان‌ها و ساختارهای قدرتی‌اند که نابرابری فضایی و اجتماعی را بازتولید می‌کنند. این مطالعه با روشن‌ساختن سازوکارهای پنهان بازتولید نابرابری، چارچوبی انتقادی برای بازاندیشی در سیاست‌های شهری ایران و حرکت به‌سوی حکمرانی مشارکتی و عادلانه‌تر فراهم می‌آورد.
