چکیده | ||
یکی از چالشهای مهم سیاست بینالملل در هزارۀ جدید، تحولهای میان ایران و غرب بوده است. تلاشهای ایران برای دستیابی به توانایی هستهای و نقشی که روسیه در این رابطه داشته، همواره زیر ذرهبین غرب بوده است. نه غرب و نه روسیه خواستار دستیابی ایران به توانایی هستهای نظامی نیستند. با اینکه بارها تهران این موضوع را رد کرده است، همواره کشورهای غربی در این مورد ابراز نگرانی کردهاند. روسیه بهعنوان عضو دائم شورای امنیت که در توسعۀ فناوری هستهای ایران نقش داشته، به نامزد کاملی برای داشتن نقش واسطۀ بانفوذ در پروندۀ هستهای ایران تبدیل شده است. در این نوشتار دیپلماسی روسیه در برابر فعالیتهای هستهای ایران در سالهای 2002 تا 2022 (آغاز بحران تا جنگ اوکراین) را بررسی میکنیم و بهدنبال پاسخ این پرسش هستیم که «مدل روسی» واسطهگری و مواضع نوسانی روسیه در راهبردهای واسطهگرایانهاش در طول بحران هستهای چگونه تحلیل میشود؟ در این پژوهش با استفاده از رویکرد تحلیلی و در قالب روش کیفی و بهرهگیری از مفهومشناسی میانجیگری، استدلال میکنیم روسیه بهعنوان واسطهگر اصلی در بحران هستهای ایران، با استفاده از قدرت وتوی خود در شورای امنیت و حفظ توازن در روابط با تهران، از مذاکرات هستهای بهعنوان ابزاری برای حفاظت از منافع ملی و مخالفت با دستیابی ایران به فناوری هستهای نظامی بهرهبرداری کرده است. | ||
