چکیده | ||
گزینش سیاسی در انتخابات ریاست جمهوری ایران، فرایندی کلیدی در تعیین هندسه قدرت در نظام جمهوری اسلامی است. این مقاله با اتکا به روش توصیفی-تحلیلی پسارویدادی بر مبنای تحلیل محتوای متون دست اول حقوق سیاسی در جمهوری اسلامی ایران و مطالعات موردی و میدانی روند گزینش سیاسی به آسیبشناسی فرایند گزینش سیاسی در انتخابات ریاست جمهوری پرداخته است. یافتهها نشان میدهد فرایند گزینش سیاسی در انتخابات ریاست جمهوری ایران از دو بستر دچار آسیب است: 1. محتوای متون قانونی مانند کیفیوذهنی بودن قوانین، 2. فرایندهای اجرایی و عملی مانند نقش احزاب، مستندات و مبانی استدلالی در بررسی صلاحیتها، استماع توضیحات نامزدها، استقلال و کارامدی نهاد گزینشگر، شفافیت سازوکارها و... . بهنظر میرسد، بهترین و در دسترسترین راهکار برای حل آسیبهای مذکور تلاش برای کمیوعینیسازی معیارها تا حد ممکن است. توصیههای سیاستی مانند تشریح مصداقی شرایط کیفی، استفاده از فرض قانونی، استفاده از حد نصاب جمعآوری امضا از شهروندان بهعنوان ابزار کمکی، استفاده از حد نصاب جمعآوری امضا از مقامات کنونی و سابق نظام بهعنوان ابزار کمکی، ایجاد سامانه پیشثبتنام اختیاری نامزدها، تعیین تکلیف موارد تعارض منافع احتمالی، رسمیتبخشی به نقش احزاب برای برخورداری از نامزد مطلوب خود در انتخابات در چارچوب قانون اساسی، الزام نهاد گزینشگر به ارائه مستندات و مبانی استدلالی عدم تأیید نامزدها و... در راستای بهبود آسیبها پیشنهاد میشود. | ||
