چکیده | ||
عضویت کامل ایران در سازمان همکاری شانگهای چرخشگاهی مهم محسوب میشود و ایران را به نهمین عضو این سازمان منطقهای بزرگ تبدیل کرده است. در این نوشتار فرصتها و چالشهای عضویت ایران در سازمان همکاری شانگهای در دوران پساجهانیگرایی فناوری را بررسی میکنیم. فرضیۀ این نوشتار این است که با وجود مانعهای سیاسی، نهادی و فرهنگی، عضویت ایران در سازمان همکاری شانگهای میتواند با ارتقای همکاریهای منطقهای، توانمندیهای فناورانۀ آن را افزایش دهد. با استفاده از رویکرد تحلیل روند، سیر تکامل الگوهای همکاری بینالمللی در زمینۀ علم و فناوری را بررسی و راهبردهای جدیدی را در عصر پساجهانیگرایی فناوری شناسایی میکنیم. در ادامه، مبتنی بر چارچوب نظری منطقهگرایی به موردکاوی عضویت ایران در سازمان همکاری شانگهای میپردازیم. نتایج نشان میدهند که ایران در این زمینه با فرصتهایی چون امکان دسترسی بهتر به منابع مالی علم و فناوری، حضور در زنجیرههای ارزش منطقهای و افزایش رقابتپذیری بینالمللی، کاهش وابستگی و افزایش خودکفایی در فناوری و مشارکت در توسعۀ فناوریهای نوپدید و تدوین استانداردهای جدید روبهرو است. ایران برای بهرهبرداری بهتر از این فرصتها، باید تنشهای ژئوپلیتیکی، تفاوتهای نهادی و مانعهای فرهنگی را مدیریت کند. در پایان برای مداخلههای سیاستی به منظور بیشینهکردن مزایای عضویت ایران در سازمان همکاری شانگهای توصیههایی ارائه میدهیم. | ||
