چکیده | ||
مدیریت آب به عنوان اﺑــﺰاری در ﺗﻮﺳــﻌﺔ ﺗﻤﺮﻛﺰزداﻳــﻲ، ﺗﺨﺼــﻴﺺ ﺑﻬﻴﻨــﻪ ﻣﻨــﺎﺑﻊ آب ﺑــﻴﻦ ﻣﺼﺮفکنندگان و ﻛﺎﻫﺶ آﺛﺎر ﻛﻤﺒﻮد آب ﺗﻠﻘﻲ میﺷﻮد. هدف اصلی مقاله حاضر تحلیل مؤلفههای مدیریت آب کشاورزی در اسناد بالادستی توسعه کشور است. این مطالعه با استفاده از تحلیل محتوای کیفی انجام شد. بدین منظور متون و اسناد برنامههای 5 سالة توسعه پس از انقلاب و قانون آّب مورد نظر قرار گرفتند. نتایج نشان داد که آگاهی از وضعیت منابع آب و برنامهریزی صحیح در مورد مقدار و زمان مصرف آن از جنبههای مهم مدیریت آب به شمار میرود. یافتهها حاکی از آن است که دولت بیشترین نقش را در مدیریت منابع آبی بر عهده دارد و بخشهای مدنی و خصوصی تأثیر قابلتوجهی در مدیریت منابع آبی ندارند؛ با این حال، ایجاد تشکلها و گروهها، گامی مهم و مؤثر در پایداری منابع و افزایش بازده و کارایی مصرف آب آبیاری و تولید محصولات کشاورزی قلمداد میشود. همچنین، یافتهها نشان داد که مدیریت سازمانی و اداری بخش آب بیش از قوانین و سیاستهای این بخش بر عملکرد مدیریت آب تأثیرگذار است. این امر نشان میدهد که میان قوانین و سیاستها با فرایندهای اجرایی فاصله چشمگیری وجود دارد. | ||
