چکیده | ||
استقرار سامانۀ دفاع موشکی آمریکا در شرق اروپا از راهبردیترین بحثهایی است که در چند دهۀ اخیر در صدر اخبار منطقه و جهان قرار گرفته است. تحولهای مربوط به آن و کشیدهشدن دامنۀ این سامانه به مرزهای غربی روسیه، بیش از پیش بر روابط مسکو- واشنگتن سایه افکنده است. ایالات متحد، هدف اصلی خود از پیگیری این طرح را مقابله با تهدیدهای موشکی و هستهای ایران و کرۀ شمالی و حفاظت از متحدان خود در اروپا بیان کرده است. با این حال، باید توجه داشت که مسکو استقرار و گسترش این سامانۀ موشکی را تثبیت و استمرار هژمونی آمریکا و تهدیدی برای افزایش قدرت نظامی و موشکی روسیه میداند و در این زمینه، برای خنثیکردن آثار این سامانه به اقدامهای تقابلی و تلافیجویانه روی آورده است. این نوشتار در پی پاسخ به این پرسش اصلی است که روسیه برای خنثیسازی آثار سپر دفاع موشکی آمریکا در اروپای شرقی به چه اقدامهایی دست زده است؟ مفروض نوشتار حاضر این است، از آنجا که مسکو استقرار سپر موشکی آمریکا در شرق اروپا را تلاشی در راستای کنترل و خارجکردن روسیه از گردونۀ قدرتهای راهبردی موشکی میداند؛ بنابراین روسیه در پاسخ به این طرح، به اقدامهای دیپلماتیک و نظامی دست زده و بدینوسیله در تلاش است تا با افزایش توانمندیهای موشکی و دفاعی خود، به اصطلاح موازنۀ راهبردی را در شرق اروپا حفظ کند. این خود میتواند منطقه را وارد رقابتهای تسلیحاتی جدید کند. برای تحلیل دادههای نوشتار از روش تحلیلِ کیفی استفاده شده است. | ||
