چکیده | ||
تنش و اختلاف میان جمهوری آذربایجان و ارمنستان همواره قفقاز جنوبی را در بحرانهای دائمی قرار داده است. بحران قرهباغ، بهعنوان یکی از مهمترین بحرانهای بینالمللی پس از جنگ سرد، دو دهه درگیری میان این دو کشور را بهدنبال داشته است. با تصرف منطقۀ قرهباغ توسط جمهوری آذربایجان در سال 2023، ارمنستان مجبور به پذیرش وضعیت جدید شد، اما اختلافها هنوز بهطور کامل حل نشده است و مسائل دیگری مانند راهگذر زنگهزور و قومیتهای مرزی بر روابط سایه افکندهاند. ریشهداربودن این اختلافها سبب شده است که دورههای صلح به وضعیت «آتش زیر خاکستر» تبدیل شود. تلاشهای دیپلماتیک رسمی در دهههای گذشته بینتیجه بوده است و در این وضعیت، دیپلماسی غیررسمی، بهویژه دیپلماسی شهروندی که تجربۀ موفقی در برخی مناطق داشته است، جلب توجه میکند. در این نوشتار رابطۀ میان دیپلماسی شهروندی و کاهش تنشهای ارمنیآذری را بررسی و تحلیل میکنیم که چگونه این نوع دیپلماسی میتواند بر روند صلح و حل اختلافها تأثیر بگذارد؟ فرضیۀ نوشتار این است که دیپلماسی شهروندی، در صورت اجرای بهینه، میتواند فرصتهایی برای صلح پایدار و همکاری میان ارمنستان و جمهوری آذربایجان فراهم کند. با بررسی عاملها و چالشهای موجود، در این نوشتار چگونگی تغییر نگرشهای منفی و کاهش تنشهای تاریخی را بهوسیلۀ برنامههای مشترک و روابط بینفردی تحلیل میکنیم. روش پژوهش کیفی و از نوع اکتشافیتحلیلی است و به تحلیل دلایل ناکارآمدی دیپلماسی شهروندی در موضوع مورد بحث میپردازیم. | ||
