چکیده
تعاونی‌ها در اکثر کشورهای جهان به‌عنوان یک ابزار مهم برای بهره‌مندی جوامع محلی از منافع توسعه اقتصادی جایگاه بسیار بالایی دارند. در این میان توسعه در نواحی روستایی به علت مواجه با مشکلات عدیده اقتصادی، اجتماعی و محیط زیستی به عوامل مختلفی بستگی دارد، یکی از مهم‌ترین عوامل آن توسعه تعاونی‌هاست که می‌تواند همگام با سیاست‌های دولت در بهبود زندگی، تولید، ارائه خدمات، ارتقاء سطح درآمد و وضعیت اجتماعی مردم روستا نقش مؤثری ایفا کند. ازاین‌رو در تحقیق حاضر به شناسایی موانع ایجاد و توسعه تعاونی‌های روستایی در استان گیلان پرداخته شد. روش پژوهش حاضر از نوع کیفی و مبتنی تلفیق روش تئوری بنیانی و روش فرا ترکیب هفت مرحله‌ای سندلوسکی، باروسو و وویلس بوده که با استفاده از نرم‌افزار مکس کیودا انجام‌شده است. نتایج تحقیق حاضر که با انجام مصاحبه‌هایی با 120 نفر از ذینفعان شامل 8 نفر از متخصصین، 18 نفر از کارشناسان اداره کل تعاون، کار و رفاه اجتماعی در مرکز استان و سایر شهرستان‌ها، 64 نفر از مسئولان و اعضای تعاونی‌های روستایی، 30 نفر از روستاییان شهرستان‌های مختلف و همچنین 9 مورد از تحقیقات مرتبط با تعاونی‌های روستایی استان گیلان به‌دست‌آمده است نشان می‌دهد که به ترتیب پنج مقوله هسته‌ای نهادی- مدیریتی، اقتصادی، اجتماعی- فرهنگی، آگاهی و قوانین به ترتیب مهم‌ترین موانع به شمار می‌روند.
