چکیده | ||
این پژوهش به ارزیابی عملکرد اجتماعی بخشی از شبکهی آبیاری سفیدرود گیلان (کانال لنگرود و 10 کانال فرعی آن) با استفاده از روشهای کمی و کیفی میپردازد. دادهها از طریق پرسشنامه و از بهرهبرداران 10 کانال فرعی کانال لنگرود جمعآوری شدند و عملکرد این کانالهای فرعی، بر اساس چهار شاخص کلیدی رضایت، عدالت، تأثیرات اقتصادی و مشارکت ارزیابی شد. بر اساس روش دلفی، به چهار شاخص یادشده، به ترتیب وزنهای 25/0، 25/0، 15/0 و 35/0 اختصاص یافت. تحلیل خوشهای با استفاده از الگوریتم K-Means، کانالهای فرعی را به سه گروه با عملکرد بالا، متوسط و پایین تقسیمبندی کرد. شاخص مشارکت در تمامی خوشهها عملکرد ضعیفی داشت (میانهی حدود 25) و همبستگی معناداری با سایر شاخصها نشان نداد. تحلیل کیفی مصاحبههای انجامشده نشان داد که چالشهای توزیع آب (فراوانی 8)، نارضایتی بهرهبرداران (فراوانی 7) و مشارکت پایین (فراوانی 6)، از مهمترین مسائل کانال لنگرود هستند. همبستگی قوی بین شاخص عدالت و تأثیرات اقتصادی (74/0 = r)، بر نقش عدالت در بهبود وضعیت اقتصادی تأکید داشت. یافتهها حاکی از وجود چالشهای سیستمی مانند ضعف در سازوکارهای مشارکت و توزیع ناعادلانهی آب در کانال لنگرود است. پیشنهاد میشود با تقویت سرمایهی اجتماعی، بهبود زیرساختها و اجرای برنامههای آموزشی، عملکرد اجتماعی شبکه ارتقا یابد. این پژوهش بر اهمیت رویکرد یکپارچه برای مدیریت پایدار شبکههای آبیاری تأکید میکند. | ||
